Presenting a report to the Lower Chamber of Parliament, the head of the Rwandan delegation that attended the meeting Deputy Sam Kanyemera Kaka, enumerated the reasons that had led to a delay in drafting the law. "Some countries had not ratified the Nairobi Protocol and this delayed the law," Kaka noted, adding however, that the MPs had expressed the need to draft a law against the illegal use and possession of small arms. He also said the meeting discussed ways of disarming the rebels and militia in the region. Kaka, who noted that it was the first time a delegation from Rwanda visited Kinshasa since late 1996, added that the meeting was also attended by delegates from the United Nations Development Programme (UNDP) and the European Union (EU), "who also requested for the quick drafting of the law." The Rwanda delegation comprised of two Senators and three Members of Parliament.
