Anche in Italia le organizzazioni della Rete Italiana per il Disarmo hanno lavorato per chiedere ai Governi di tutto il mondo di inserire, per la prima volta, delle regole vincolanti ed uguali per tutti nel mercato degli armamenti. Che, ad oggi, ha meno controlli di quello delle banane o del caffè. Il testo è stato già controfirmato ufficialmente da 77 Paesi tra cui l’Italia, che ha posto la sua firma nel primo giorno utile lo scorso 3 giugno. Il Trattato è quindi ora aperto alla ratifica: l’Italia può dunque entrare nella storia dalla porta principale. “Noi domandiamo che il nostro Paese ratifichi tra primi cinque al mondo – afferma Francesco Vignarca coordinatore della Rete Italiana per il Disarmo – sia come passaggio simbolico, sia per spingere molti altri importanti Stati a compiere lo stesso passo”. Ricordiamo che il Trattato potrà entrare in vigore solo con il deposito della ratifica di almeno 50 Paesi. Rete Italiana per il Disarmo riconosce positivamente la volontà espressa sia del Governo che del Parlamento di arrivare ad una Ratifica pienamente condivisa, e lo dimostrano i disegni di legge in tal senso recentemente presentati e la Risoluzione in Commissioni Esteri della Camera approvata qualche giorno fa. “Ma per poter portare fin da subito a livello internazionale la grande esperienza maturata dall’Italia nel campo del controllo degli armamenti anche il fattore tempo è importante”, conclude Vignarca. Un’intenzione già espressa dal Governo a New York, in occasione della firma del Trattato per mano del sottosegretario Bruno Archi. Le dichiarazioni in quella occasione sono state chiare: “L’Italia è orgogliosa di firmare il trattato ATT: era nostra intenzione firmare il prima possibile anche sulla base delle richieste della società civile che ci ha accompagnato con utili suggerimenti durante tutto il processo di negoziazione. Siamo convinti per questo Trattato contribuirà significativamente alla Pace ed alla stabilità regolando il commercio internazionale di armi per renderlo più responsabile e trasparente, sradicando di traffici illegali. L’Italia intende quindi supportare attivamente l’implementazione e universalizzazione del Trattato. Faremo del nostro meglio per essere tra i primi paesi a completare le procedure nazionali di legge per depositare quanto prima la ratifica del Trattato”. Il Parlamento si è già mosso in questo senso sia approvando all’unanimità e con il sostegno del Governo una Risoluzione in Commissione Esteri alla Camera dei Deputati, sia con la presentazione di alcuni DDL per la Ratifica di ampio e trasversale sostegno in entrambi i rami del Parlamento. Ma anche il Ministero degli Esteri si è mosso con prontezza imprimendo carattere di urgenza alla questione e affidando ai Ministeri competenti i documenti per un parere già ai primi di Giugno: la loro volontà di fornirli in tempi rapidi per arrivare a un DDL Governativo farà la differenza per i tempi di ratifica del nostro Paese Come già messo in evidenza dalle nostre organizzazioni, il testo di Trattato rappresenta un compromesso al ribasso voluto da diversi paesi (tra cui Stati Uniti, Russia, India e Cina e sono molte ancora le lacune che la stesura definitiva non è riuscita a colmare.
