Weekly Bulletin of IRIN Radio Service (May 9th, 2002) UN PROPOSES EXPERTS' PANEL TO PROBE EMBARGO VIOLATIONS The UN Security Council has proposed setting up a panel of experts to investigate violations of the arms embargo on Somalia. In a resolution adopted last Friday, it called on the Secretary-General to set up a two-member team that would prepare a plan of action detailing the necessary resources and expertise for such a panel. The Council expressed concern over what it called the continued flow of weapons and ammunition to Somalia. It said the proposed panel should look into violations of the embargo by land, air and sea, conduct research in Somalia and other states, and assess the capacity of regional states to fully implement the embargo. It called for setting up the two-member team within a month. The team would then spend 30 days preparing the plan of action to be implemented by the panel of experts. The panel would also probe ways of strengthening enforcement of the embargo. The arms embargo was established by a UN resolution in 1992.
